The Department of State’s Bureau of Consular Affairs (CA) highest priority is the welfare and protection of United States (U.S). citizens at foreign locations, supporting border security at home, and facilitating safe entry of travelers without compromising U.S security. CA issues passports to U.S. citizens, issues immigrant and non-immigrant visas to foreign nationals, and serves American citizens during life’s important moments— births, deaths, disasters, and medical emergencies abroad. CA ensures responsive and efficient Consular services overseas and effective passport operations domestically.
The Office of Consular Systems Technology (CST) within the Bureau of CA is tasked with designing, installing, operating and supporting Information Technology (IT) systems and supporting infrastructure required by CA’s global mission. This includes the Hardware (HW)/ Software (SW) platforms on which the CA systems reside and operate as well as providing operational support for CA applications and databases. Currently, CA applications and systems are modernized through the ConsularOne program.
Responsibilities & Duties
Works with minimal direction as a seasoned resource.
Provides database management support for identified Consular Affairs databases to include Oracle (Version 11g or higher) and Microsoft SQL Server (Version 2008 or higher) platforms.
Performs Tier II support for all databases and through Tier III for all SQL databases used by legacy and modernized, client/server and web-based applications.
Provides support to database development and implementation teams via web services/portals.
Support modernized databases and assist in the transition towards modernization initiatives.
Responsible for reducing operational downtime for critical, scheduled, and unscheduled maintenance by accelerating deployments of approved changes/fixes/updates and solutions and automate manual maintenance, deployment, diagnostic health checks, validation, and reporting.
Responsible for performing proactive and reactive monitoring and responding to incidents, alerts generated via database monitoring SW implemented within the Enterprise Event Management and Monitoring capability.
Responsible for all problems/incidents are logged into the Ticket Management System.
Use Oracle MSSQL databases through development, testing and production.
Maintain the data integrity and security of the databases.
Serve as a frontline interface to users with technical issues. Grant roles and permissions to users.
Conduct systems analysis and development to keep systems current with changing technologies.
Perform validity and integrity checks of data sent in from users and entered into the database.
Manage bulk imports into the databases from external sources as well as moving the data from multiple networks.
Manipulate and extract using data converters, ETL processes, and manual manipulation of data.
Backups and disaster recovery.
Troubleshoot logging errors.
Migrating data into network clustering environment.
Provide input into the engineering effort.
Create and maintain documentation in Sharepoint.
Perform ETL between Oracle and Mongo.
Maintenance of Oracle database in development, staging, and production.
Maintain the integrity and security of the databases.
